Deliberations start on appropriation bill

Kathmandu, Oct. 19:

In today’s meeting of Legislature-Parliament, deliberation on appropriation bill began.

In the meeting, taking part in the deliberation on various headings under Ministry of Finance and Home Affairs, Shivaraj Goutam of CPN (Maoist) said 71 per cent of country’s population are engaged in agriculture and they need land reform.

Dr. Minendra Rijal of Nepali Congress claimed that Maoists tried to impose authoritarian regime through most of the programs included in the budget.

Pradeep Gyawali of CPN (UML) said budget of current fiscal year does not maintain good programs of previous fiscal years.

Prativa Rana of Rastriya Prajatantra Party said home administration did not give priority to maintaining peace and security.

Sunil Babu Pant of CPN (United) said the budget does not include concrete program for third gender.

Navaraj Koirala of Nepal Workers and Peasants’ Party said peace fund should not be spent for the benefit of workers of ruling parties.

Pari Thapa of CPN (Unified) said the budget does include any program for state restructuring and does not show commitment to end impunity.

Gayetri Saha of Nepali Janata Dal said police should be given awareness training on human rights.

Laxmi Lal Choudhari of Nepal Loktantrik Samajbadi Dal said Airport at Rajbiraj should be renovated.

Surya Sen Oli of CPN (Maoist) said security situation would be strengthened if servicepersons’ will-power could be boost-up.

 Rupa BK of the party demanded the government to increase number of districts affected by the conflict and pay attention to peace and security.

Dr. Prakash Sharan Mahat of Nepali Congress alleged that the budget would institutionalise corruption.

Shankar Pokharel of CPN (UML) said budget allocated to Ministry of Home Affairs has been decreased in comparison to last year’s budget and it would send negative message to people in transition.

Sabitra Gurung of CPN (Maoist) urged opposition parties not to oppose the budget that tries to provide relief to people affected by conflict.

Umakant Choudhari of Nepali Congress said estimated revenue in the budget would not be raised.

Ravindra Prasad Adhikari urged the government not to decrease budget of Ministry of Home Affairs.

Jipchiring Sherpa of Nepali Congress urged to allocate budget for protection of languages of indigenous people and nationalities.

Ramjee Prasad Sharma of CPN (UML) demanded to allocate ten million rupees to each village development committee.

Laxmi Gurung of CPN (Maoist) said the budget has brought programs for social securities.

Dhyan Govinda Ranjit of Nepali Congress said the budget did not allocate amount according to priorities.

Tham Maya Thapa of CPN (UML) demanded budget for embankment in rivers of Myagdi district.

Padamlal Bishwokarma of CPN (Maoist) said the budget is on the side of poor people.

Shambhu Hajara Dusandh of Nepali Congress urged the government to begin constitution writing process soon.

Yamlal Kandel of CPN (UML) said budget implementation should be closely monitored to control corruption.

Nirmala Prasain of Nepali Congress demanded to declare Ilam as model Agriculture district by providing special program.

Nabindraraj Joshi of Nepali Congress alleged that the budget aimed at development of Maoists’ activists rather than development activities.

Mahendra Dhwoj JC of the party alleged that Maoists tried to impose their activities on other parties in the form of budget.

Next meeting of Legislature-Parliament would be held on Oct 20 at 2:00 p.m.
